Orgs condemn Likabali incident, demands solution to boundary row

ITANAGAR, Apr 6: Several organizations of the state including Apex student body and the Bharatiya Janata Party Arunachal Pradesh condemned destruction of public properties inside Arunachal territory at Malini Mela, Likabali by Assam authorities yesterday.

Expressing strong resentment over such destructive activities, All Arunachal Pradesh Students Union (AAPSU)  said “it is a slap on the face of Arunachal people.”  The Union urged the state government to take  up the matter seriously.

Report on boundary problem at Likabali came to limelight during last month but state Govt failed to take it up with Assam counterpart which resulted in such humiliation to people of Arunachal, AAPSU president Takam Tatung said in a release.

Expressing disappointment with the performance of Congress government in the state, the AAPSU said ever since the death of late CM Dorjee Khandu, the state has been plagued with problems.  The Congress government has totally failed to tackle the decades’ long boundary dispute between Assam and Arunachal, it alleged, adding that ministers and party MLAs spend more time at Delhi than in Arunachal.

The Apex Student body called on the Congress, which is a ruling party in Assam, Arunachal and at Centre to coordinate and try to bring in a amicable solution to the inter-state boundary problem as soon as possible.

AAPSU also urged upon the state Govt to reveal the present status of border affairs department which was created specially to tackle Assam-Arunachal boundary problems.

Further AAPSU appealed All Assam Students Union (AASU) and North East Student Organization (NESO) to look into Likabali incident and make sure that such incidents do not affect the age-old relation between two states.

Most of the boundary disputes including the present one at Likabali are being incited by few persons from Assam with political motive, thereby jeopardizing the strong bond of friendship and brotherhood between the people of both the neighbouring states, the Union claimed while adding that  such type of undesirable activities by Assam officials will also harm  the interest of Assam citizens working in Arunachal.

Claiming that Assam people have imposed road blockade against Arunachal vehicles at Dhemaji town,  AAPSU termed such unending road blockade on minor  problems  as an act against humanity and called for dialogue to  solve the problem.  The Union also called on the state Govt to explore the idea of opening border trade with China so that the people of the state need not depend on Assam.

Lambasting the Assam Govt for repeated harassment to Arunachalee people and destruction of their properties in boundary area, BJP said  that such unprovoked action will not bring solutions, it will rather aggravate the situation in the long run.

The party urged the Assam Govt to maintain status quo.

Assuring the state Govt of its support and cooperation towards solution to the Arunachal-Assam boundary row, the BJP urged the ruling Congress party which run the Govts in the state, Assam and the Centre to take up pragmatic steps for amicable settlement of boundary dispute.  The Global Human Rights Organization (GHRO) has also strongly condemned the Dhemaji district administration and Assam Police force for destroying the Malini Mela structure. It demanded legal action against the persons involved in such shameful act.

Terming the incident unwarranted and un-called for, the organization said such pre-planned loot and destruction of public/religious properties deserve to be condemned by all. It is a sin and crime against humanity, it added.

The GHRO urged the Assam Govt. to respect the Supreme Court directives to maintain status quo in boundary issue and also demanded compensation to the people of Likabali area who lost their properties.

It further called on the State Govt. to initiate dialogue with its Assam counterpart for permanent solution to the vexed boundary issue and to protect life and properties of the Arunachalee people residing along boundary area. State home minister and director of state border affairs department should visit the affected area to take stock of the situation, it said.

While demanding establishment of a police check post at entry point of Likabali, the organization urged the state Govt to delegate more power to Likabali SDO to tackle such situation.

While expressing grave concern over the reported eviction drive carried out by Assam officials at Malini Mela complex, Likabali, the IYC Lok Sabha general secretary for Arunachal Eastern Parliament, Okom Tamuk said Assam Chief Minister Tarun Gogoi is answerable to the people of Arunachal Pradesh for this “shocking act” and demanded immediate judicial inquiry into the matter by a team involving a Supreme Court judge.

“It was a crime of highest order ever taken place against the peace loving land of the country. This serious act against the humanity cannot be tolerated anymore. It was a total premeditated action of Assam officials,” he said.

The youth leader expressed surprise over the nature of the act saying “how a Assam govt official could come in wee hours (2.30 am) which is quite unusual time, reportedly tied up the night watchman and seized the mobile phone. The evictors took away 1500 CGI sheets, 50 plastic chairs and GI Pipes among others.”

Tamuk also demanded that Assam govt should register a case against the “erring” officials without any prejudice and urged for sending a team to probe into the ‘eviction’ issue seriously.

He further appealed to Assam govt not to repeat such act on neighbouring states for the cause of social upliftment and integrity.

Upset GWS presses for border action

ITANAGAR, Apr 6: The Galo Welfare Society (GWS) has strongly protested and condemned the repeated high-handedness of Assam administration, particularly the role of District Magistrate, Dhemaji, Assam, in violating the Supreme Court's standing order for maintenance of status quo along the boundary.

The GWS statement came after demolition of structure at the Malini Mela site yesterday morning.

It demanded that the Arunachal Govt take up the matter as extra-ordinary and have a dialogue on inter-state boundary dispute with Assam on priority at the Centre. Such excesses by Assam is  very unfortunate and the failure by successive governments in Arunachal Pradesh to settle this problem even after 26 years of statehood is only one of the glaring examples of lack of statesmanship among the state's leaders, the GWS stated in a release.  It called on the Chief Minister to take up the matter with AICC Chief and appeal for her intervention towards resolution of all the inter-state boundary disputes in the north-east, in general and between Assam and Arunachal Pradesh, in particular, and also petition to the Supreme Court for the urgent review  of the situation by the Local Area Boundary Commission which was supposed to have had  a field visit to the disputed areas.

A team of GWS had met the Chief Minister on March 28 in which he is reported to have assured the team to speak to his Assam counterpart, Tarun Gogoi and if necessary, also to the Deputy Commissioner, Dhemaji to stop interfering in the administration of Arunachal Pradesh.

State Govt reacts

ITANAGAR, Apr 6:  The state government today reacted to a report that appeared in some sections of the media yesterday, which claimed of an ‘idea’ of the Center to offer “maximum autonomy with administrative and financial control” to Nagas including those living outside Nagaland as an alternative to the demand for creation of a greater Nagalim. The news-report also claimed that the two districts – Tirap and Changlang - of Arunachal are supposed to be included in the proposed ‘Supra-State’.

“We have no objection to autonomy within the territory of Nagaland if the integrity of Arunachal Pradesh is not disturbed,” said Government Spokesperson Nabam Rebia in a statement today.

Sixteen districts – now seventeen after creation of Longding district recently - form the culturally rich state of Arunachal Pradesh that boasts of 26 major and over 110 sub-tribes reflecting unity in diversity, cultural richness, a strong bond of unity and brotherhood. Rebia observed that any disturbance in the territorial integrity of the state would destroy the very fabric of its distinct society living in peace and harmony since ages.

“We respect the sentiments of our Naga friends and we will not interfere in their internal matters. But we are pained with the reports that they are claiming our three districts as part of the ‘Supra state’. Though we are not sure about the authenticity of media reports, we oppose any move that interferes into our state’s affairs and its territory,” Rebia added.

Process of police recruitment to complete by mid-April

CHANGLANG, Apr 6: Thousands of unemployed youths of Changlang district turned up for special police recruitment exercise by undergoing physical eligibility test from March 5 to 19 at General Ground here. The written examination will be held on April 8 and successful candidates will get the opportunity to sit in viva voce on April 10.

Altogether, 1521 candidates have qualified for the 669 posts out of which 140 seats are reserved for non-APST at the ratio of 25: 125 (Female-25; Male-125). The remaining 529 posts are reserved for APST candidates (Female-59; Male-470).

It is encouraging to observe the youths preparing thoroughly to face any objective question that is likely to dominate the papers. But at the same time many dull candidates can be seen loitering around without any fear of failing the rare opportunity. They are perhaps solely dependent on the mercy of their elected leaders. So far Changlang district police under the command of SP Tumme Amo has conducted the process to utmost satisfaction. It is sincerely hoped that the trend will continue. Here the old saying fits the bill, ‘reward for the fittest”.

Will Nugong Banggo linger on till mighty Siang dries up?

Dear Editor,

Nugong banggo is not only rich in agro-horticultural products but also possess human resources wherefrom many are in Government jobs serving the nation, but it is still cut off from rest of the world like an island. The Nugong Bridge an anticipated development under NLCPR was a hope which would have boost the transportation and communication but its construction works has been congested by authorities of high silhouette and political mathematicians for reasons best known to them. That was believed to be the single lifeline for the Nugongese. The Japanese Yokohama Bay Bridge was over a sea but our government fails construction over a river. All the developmental agencies in this constituency are sheer puppets in the hands of incumbent leader(s) as remote controller who handles funds for their private egocentric greed. There was a high commission monitoring team on 9th April 2011 to probe the scams under the leadership of the then DC East Siang with DDSE, and DMO but to our wonders no further action was processed against the erring agencies/person for siphoning Govt funds. The Chief Minister of Arunachal Pradesh is feverishly requested to look into the matter with a delicate concern.

The RIDF sanction of Rs 2.50 crores from for repairing of Pasighat-Pangin road but the money was evaporated into thin air without a visible physical work. The Highway will fill up the dark side story of ugly act. As evidence the lifeline road for West Siang, East Siang and U/siang Districts are lying in the design of crocodile back. There are still many pending bills whereas bogus contractors were paid handsome money as pictured in the paper work. So far many funds have been misused and still many on impetuses like NLCPR funds Rs.565.30 crores for Pareng Sine road which must be perform under Government’s prescribed codal formalities. Somebody had put password on soil erosion fund which is missing or detent. I wonder on such activities for the people’s mandatory power is not meant for such as this.

Will Nugong Banggo linger as an election manifesto till mighty Siang dries up? Are we subjected to continue to exist on porter tracks only in our endeavours? Yes it always will if the dwellers of Nugong Banggo remain in cavernous slumber, turning into a laughing hoard. It is high time to awake and arise for your rights or you will be pressed in the political gimmick time and again. Election will come and go thereby they will buy you, crush your fundamental rights and they will remember you in the elections.

We the people of Nugong Banggo were the torch bearers of the society but today lies in obscurity and backwardness sighing with many maimed untold tragedies. Arise, O Nugong! for a period will come you will be absent in the history.

Yours,

Karunath Pazing, Boleng

Ethno-centrism, intolerance and partisanship in Arunachal

Dear Editor,

The April 4th news-story 'Association Opposes' had me in splits, and then set me thinking. According to the story, an association with the nomenclature 'Arunachal Capital Complex Non-Tribal Welfare Association' was barely formed when another association (one among the zillions in AP) named, All Arunachal Pradesh Tribal Welfare Association coerced/convinced (take your pick) the newly formed group to dissolve itself.

As my chuckles died down, I started thinking along these lines:

Firstly, are non-indigenous people barred from forming associations in Arunachal Pradesh? If there is a law in this regard will those in the know please enlighten the ignorant? If not, what could the intolerance be based on?

Secondly, what harm could a social organisation of non-tribals do to the larger Arunachal society? The aforementioned group, I presume, was meant as a cohesive unit for welfare of its individuals. Its bye-laws did not call for a militant or illegal approach towards anything I am sure. So why this unreasonable stricture?

Thirdly, one can understand if there is a certain amount of misgiving when it comes to the word 'Naga' and the formation of such entities as 'Naga Peoples Front' in AP as the term has geo-political implications. In that particular case, one can even argue (rightly or wrongly) that the people concerned are not 'Nagas' but Wanchos, Noctes, Tangsas etc. But in this particular case, the group concerned has to perforce christen itself 'non-tribal' as they obviously are not tribals. So, a group of non-tribals (politically unrepresented, without rights to immovable properties, severely limited vis-a-vis government benefits and poked and prodded by the policemen at check-gates, by ruffians in the market-place and by goons in their homes) come together to form a collective and they are stumped.

Meanwhile, the sons of the soil form unions at the drop of a byopa/bolup (take your pick, again) and cause the state such heartaches.

Finally, I must clarify that I am in no way associated with the 'Non-Tribal Association' either by way of membership or ethnicity or special empathy. All I want to draw attention to is the level of ethno-centrism, intolerance and partisanship that our society has fallen to, amply demonstrated in the political upheavels in the recent past and on a day-to-day basis . And maybe incidentally reflect on the ridiculousness of many of our unions.

'Live and let live', is what we ought to believe in, as a society; as also 'Think before you act' (logically, if possible) in the case of our honourable unions.

Yours,

Agupota, Itanagar

What took the Lamas so long?

Dear Editor,

This letter is in clarification to the news article dated April 04, captioned ‘Tawang People raise voice against Dams’.   First and foremost, there is astronomical difference between the term Dam and Barrage. There is not a single Dam proposed to be constructed in Tawang, all 13 (yes, it’s Thirteen) are Barrage type projects. Surprisingly, on several occasions your extensively read journal has deviously published matters without prior investigation.

The Society needs applauding for being successful in frequenting papers by lashing out on the Tawang District Administration with repeated same old wine in a new bottle.

These monks are perhaps not so familiar, in a way naive about the laws outside, than their own confined monastic way of life. Since the past one week the saffron crusaders have crusaded within the township by racketing anti-dam slogans even in the wee hours of early morning and late evening. Such nuisance would not be tolerated in any part of the world except in the world of Tawang. In fact, the DA has been very kind and in away quite liberal by giving them the freedom to express their way of democracy.

Pre-dominance of Hydro Power ‘char-cha’   has been close to a decade, then they were a mute spectator and today they are on the street, what took them so long to react unless they are from the dinosaur family? Or does it point to some saffron political agenda?

The rally supposedly intended to save the environment ironically litters the streets of Tawang Old Market and Nehru Market with their pamphlets and banners, which read inaccurate messages – printed – “Can we exchange the future of Tawang region for Rs. 2.6 crores to be invested annually for local area development” were in heap.  When the fact is that 1% Free Power provided to Tawang as Local Area Development Fund accumulates to 46.46 Crores per year. Its apparent that their knowledge on the projects in Tawang is way too far little. We would really appreciate if these godly men can give us factual information on the disadvantages of Barrage project in Tawang rather than just creating a political gimmick out of it. Lama, don't be a drama.

Little knowledge is definitely a dangerous thing.

Yours,

Lobsang Droma

Not so fair

Dear Editor,

I would like to attract the attention of the government towards the corrupt and unfair decisions of the selection committee during the recent recruitment at RGU.

RGU itself said not to entertain any unfair means but during viva-voice for laboratory attendant, there were some instances which were questionable.

I was very upset as the selection committee asked me to look for other jobs since my marks in 10th and 12th were good.

I did well in the interview but my fault was that I had good marks academically.

Why did they conduct this interview wasting our money and time?

This shows that they are practicing favourtism and corruption openly in such a sacred place. So, I request the concerned authorities to look after this serious issue, so that it is not repeated in near future.

Yours,

Likha Bharat

Fruitless anti-corruption agencies

The 2011 edition of the Global Integrity Report ranked India among the lowest-rated countries for political finance regulation. Political finance means the finances being donated to political parties as well as the money being spent in political campaigning.

The report gives India a score of 28 out of 100 in transparency of its political financing, ranking it even below Liberia, Tajikistan and Indonesia.

The report states that despite a strong legal framework, the anti-corruption agency in India is ineffective. Major corruption scandals brought to light in 2011 under the robust right to information measures and media investigations dominated the public discourse.

India scored 0 out of 100 on implementation and disclosure of political party and candidate financing information to the public, an aspect that is non-existent. It scored another zero on effectiveness of its modest party financing regulations.

Overall India scored a weak rating of 70/100. In legal framework, it scored 87 points while on the implementation of law, it scored a poorer 55 out of 100.

The report indicates that developing as well as developed countries, including the US, are struggling equally to effectively implement money-in-politics rules.
